Officers
 John C. Litton Chairperson |
John is City Manager for the City of Lake Mary. He has also been employed by
the City of Winter Park as Assistant City Manager / Personnel Director, and
by the Fort Pierce Utilities Authority, as Director of Employee Relations.
Mr. Litton grew up in Idaho and worked on Capitol Hill for Senator Frank
Church while attending The University of Maryland where he earned a Bachelor
of Arts Degree, majoring in Political Science. Following honorable discharge
from the United States Air Force in 1970, Mr. Litton embarked on a career in
government that has been rewarding. His training and experience have brought
many professional awards and leadership positions that are proudly included
in his biography. John has been married to his lovely wife, Paulette, for
over 30 years. The couple has three children, Kerrie, Lisa and Kendall.

 Jeff Sutton Vice-Chairperson |
Jeff Sutton is the Director of Human Resources and Risk Manager for the City of New Port Richey. Jeff oversees three operational divisions which include Employment, Pay & Classification and Employee Relations. He has served in this position since 1984.
Jeff currently serves as Vice Chairperson on the P & C Board of Directors.

 William A. (Mike) Sheppard III Treasurer |
Mike is the Deputy Director of Finance for the City of Eustis. He has
been employed in both the public and private sectors since his honorable
discharge from the US Army in 1974. Mr. Sheppard's private sector
experience (11 years) includes two CPA firms; construction and
franchise, real estate and his government career began as a Tax Auditor
for the City of Fort Collins.
Mr. Sheppard, a native Floridian, grew up in Colorado and returned to
Florida some 13 years ago. Mike graduated from Metropolitan State
College with a BS in Accounting and received his CPA certification from
the State of Colorado in 1979. Mike also holds a Florida Government
Finance Officer Association certificate since November 1996. Mike is
currently serving as the PRM Treasurer. Mike was first elected to this
position in December 1999.

 Jennifer Valdes North Representative |
Jennifer Valdes is the Human Resources Officer and Risk Manager for the City of Gulfport and has served in that capacity since 2002. In that role, she is responsible for all human resources functions, from recruiting and retention, contract negotiations, labor and employee relations, benefits, risk management, safety, liability and workers' comp.
Prior to coming to Gulfport, Jennifer worked in the private sector of Human Resources for nine years.
Jenifer holds a BA in Human Resources from the University of South Florida, and a Masters of Business Administration from Florida Atlantic University. Additionally, she is a nationally certified professional in Human Resources

 Robbie Chartier South Representative |
Robbie is the Deputy County Administrator for Okeechobee County and has served in that
capacity since June 1998. In her that capacity she is responsible for administration of
Finance, including annual budget development of the $77 million total annual budget.
Responsible for overseeing policy development and formation for the organization. Staff
supervision for Recreation & Parks, Library, Outreach Services, Housing/Grants and
Tourist Development. Management of Risk Management, Human Resource, Special Assessments,
Purchasing, Contract Management, and Grants. Enterprise Zone Coordinator and Public
Information Officer.
Prior to that she was employed with Charlotte County from 1990 – 1998 in the Public Works
Department and Budget Office.
She holds a BA in Accounting from USF and a Masters in Public Administration from FGCU.

 Ross Furry Executive Director |
As chief administrative officer of the Public Risk Management (PRM)
Pool, Mr. Furry is responsible for the day-to-day operations for the PRM
Property Casualty and Group Health Trust Pools. His duties include
implementation and monitoring of the organization's policies in
accordance with the Pool's by-laws and direction from the Board of
Directors. Mr. Furry reviews all Pool functions and programs and
identifies areas needing improvement, determines appropriate course of
action and makes recommendations to the Board.
Prior to his position as Executive Director, Mr. Furry was Vice-Chairperson
of the PRM Board of Directors as well as a past Chairperson of the Investment
and Insurance Committees. Mr. Furry was employed with the City of Punta
Gorda for six years as their Director of Risk Management and Purchasing.
During this time, he was the city's representative to the PRM Board. His
background also includes Director of Risk Management and Procurement, and
Assistant Director of Financial Management Services for the City of Coral
Springs.
In addition to his role as chief administrative officer, Mr. Furry finds
time to remain active in AGRIP (Association of Governmental Risk Pools),
PRIMA (Public Risk Management Association), AGA (Association of Government
Accountants), ASSE (American Society of Safety Engineers) and GFOA
(Government Finance Officers Association).

 Judy Hearn Secretary to the Board |
Judy serves as Secretary to the PRM Property Casualty Board and Group Health
Trust Board of Directors. She has held this office since the inception of
the Pool in 1987. Her insurance career spans over 30 years during which time
she has been involved with various elements of the insurance industry.
Specific areas of concentration include policy writing, coding, claims and
accounting. In addition to her many years of experience, she has been
educated by the Insurance Institute of America.
Prior to the inception of the Public Risk Management Pool, Judy was with the
Lee County Board of County Commissioners, Risk Management Department that
oversaw all property and liability insurance for the Lee County area.
Ms. Hearn is responsible for planning and coordinating quarterly Board of
Directors Meetings and Committee Meetings and is responsible for maintaining
the official record of all such meetings of the Board in compliance with
governing State Statutes applicable to the Pool.
She has served as a moderator for PRIMA.
